Activating the JR Pass at Narita Airport

If this is your first time arriving in Japan and you're not sure what to do about your JR Pass at the airport, this guide is for you. Activating your pass at Narita takes about ten minutes, happens in the same building as your arrival, and the staff speaks English. There's no complicated form to fill in and nothing to worry about — this guide walks you through every step so you can get it done quickly and be on your way.

Arrival at Narita Airport

Narita is Tokyo's main international airport and the gateway to the Kanto region. After your flight lands, arrival procedures — immigration, baggage claim, and customs — typically take between 30 and 60 minutes, depending on how busy the airport is. Once you're through, head for the arrivals hall. Trains depart from the station on the B1 floor, directly below the arrivals level, and this is also where you'll activate your JR Pass.

Narita has three terminals (Terminal 1, Terminal 2, and Terminal 3). The activation process is identical at all three — just head down to the B1 level of whichever terminal you land in.

What to Bring to the Counter

Before you head to the counter, make sure you have these three things ready:

  1. Your passport — the original, not a photocopy

  2. Your exchange voucher — the document you received when you purchased your JR Pass

  3. Your intended start date — you can activate the pass for today or choose a future date (within 30 days)

Where to Go

Once you're on the B1 station floor, look for the JR East Travel Service Center. It's clearly signposted in English and is the only JR counter where pass activation and seat reservations are handled. You don't need to find a ticket machine or a separate office — it's all in one place.

Counter Opening Hours

Opening hours vary slightly by terminal:

  • Terminal 1: 8:30 – 19:00
  • Terminal 2 & 3: 8:30 – 20:00

If you're arriving on a late-evening flight and immigration takes longer than expected, there's a chance the counter may already be closed. In that case, don't worry — simply activate your pass the next morning before you start travelling. You won't lose any validity on your pass by waiting.

What to Do at the Counter

  1. Hand over your exchange voucher and passport

  2. Tell the staff the date you'd like the pass to start — it doesn't have to be today

  3. Fill in a short form with your name, passport number, and start date

  4. Collect your activated JR Pass — the whole process takes around 10 minutes

  5. While you're there, book your seat reservation for the Narita Express (N'EX) if you're heading into Tokyo right away — it's free with the pass

Getting Into Tokyo with Your JR Pass

Once your pass is activated, you can use it immediately — and your first chance to do exactly that is the Narita Express (N'EX), which runs directly from the airport to central Tokyo. The N'EX is fully covered by the JR Pass, so there's nothing extra to pay.

If you're travelling without a JR Pass or want to know what the route costs, a one-way N'EX ticket to Tokyo Station costs ¥3,070, and to Shinjuku or Shibuya it's ¥3,250. If you're making a return trip within 14 days, the N'EX Tokyo Round Trip Ticket (available at ¥5,000) saves you around 23% compared to buying two separate tickets.

Beyond Tokyo: Using Your JR Pass from Narita

One of the biggest advantages of activating your JR Pass right at the airport is that you can ride all the way to your first destination in a single flow — no separate tickets to buy, no payment at the gate.

Narita to Tokyo

The Narita Express takes roughly 60 minutes to Tokyo Station. It's the fastest and most comfortable option from the airport, and it's fully covered by your JR Pass. Remember to reserve your seat at the counter when you activate your pass.

Narita to Kyoto

Combine the N'EX to Tokyo Station with the Tokaido Shinkansen (Hikari or Kodama services) onward to Kyoto. Total journey time is around 4 hours with one transfer at Tokyo Station. Both legs are fully covered by the JR Pass. Note that the faster Nozomi Shinkansen is not covered by the standard pass.

Narita to Osaka

The same N'EX + Tokaido Shinkansen combination gets you to Shin-Osaka Station in around 4.5 to 5 hours. Shinkansen depart from Tokyo Station approximately every 8 minutes, so you'll rarely wait long for the next Hikari service. Again, this entire journey is covered by the JR Pass.

Osaka to Narita (Return Journey)

The route works just as smoothly in reverse. Take the Tokaido Shinkansen from Shin-Osaka to Tokyo Station, then transfer to the Narita Express back to the airport. Give yourself at least 5.5 to 6 hours before your flight for a relaxed journey, or 5 hours if you're comfortable with a tighter connection.

1. Can I choose a start date that's not today?

Yes — you don't have to activate the pass for the day you arrive. If you're spending your first night in Tokyo without much travel planned, you might prefer to start the pass the following morning. Just tell the staff your preferred date at the counter. The pass can start any day within 30 days of activation.

2. What if I pick the wrong start date?

Once the pass is activated with a start date, that date cannot be changed. Double-check your itinerary before you hand over your voucher, and if you're unsure, ask the staff — they're used to this question and will help you work out the best date for your trip.

3. Will there be a long queue?

Queues do build up after large international flights land, particularly in the evenings. If you arrive when several flights have just come in, you may wait 15–20 minutes. If you're in a hurry to catch a specific N'EX departure, factor this in. Alternatively, you can activate the pass later at any JR exchange point across Japan.

4. Is there an English-speaking staff member?

Yes. The JR East Travel Service Center is accustomed to international visitors and staff speak English. You can also communicate by showing the activation date written on a piece of paper if needed — they'll understand.

5. What if the counter is closed when I arrive?

If you arrive after closing time, stay near the airport and activate your pass the following morning before travelling. Your voucher remains valid, and no pass validity is lost by waiting overnight.
