Japanese Nationals who are Foreign Residents No Longer Eligible???

My wife, who is a Japanese national but a permanent US resident (green card holder) and who lives in the US, gave me some surprising news. She said that starting in March 2017 that Japanese nationals will no longer be eligible to travel on JR Passes. This would be a big problem for our family and for many other similar families in which one spouse is a Japanese national living in the US as a permanent resident. Has anyone heard of this and is it true?

Here is the notice I read in the section about the eligibility rules for Japanese nationals:

For those who meet the eligibility conditions below, sales of an Exchange Order will end on March 31, 2017. (In Japan, you can turn in your Exchange Order to receive your JAPAN RAIL PASS by June 30, 2017.)

Unfortunately this is true and is a decision made by the members of the JR Group, unfortunately there is nothing we can do about this, other than inform our customers as good as possible.
