Our flight arrives at 9:35pm and it appears that the Exchange Office at the Haneda Airport closes at 18:30 pm.
Do you have any suggestions for first time travellers who wish to make use of the JR Pass from the beginning of our journey.

Hi there,
It will unfortunately not be possible to activate the JR Pass right away because of the late arrival. My advise would be to to activate it at Tokyo or at one of the other exchange stations.
