Do we have to buy JR Kanto Pass outside of Japan?

I heard that we need to buy JR pass outside of Japan. How about JR Kanto Pass?

The full JR pass must be purchased outside of Japan. But nearly all regional passes can be bought after arriving. For some by JR West though, you can get a small discount if you buy it before arriving in Japan. See the JR East Kanto Area Pass Page for the rules and list of offices where you can buy it.
