Do we have to buy JR Kanto Pass outside of Japan?

It looks like that we can't use JR Kanto pass to Odaiba. Right?

As you asked before, you can buy the JR Kanto Area Pass in Japan. But it's only good on JR trains, not city subways etc - you'd need to buy tickets to go to Odaiba. The Kanto Area Pass can save a lot of money going around the Kanto Region - but if you only used it within Tokyo, it'd be a terrible waste of money.
