Can Narita JR ticket office do exchange to rail pass and book rail tickets?

Hello,
What time does the JR Ticket Office open in Narita Terminal 2 and can they exchange our voucher for the JR Pass along with booking all our train seats during Golden Week for our itinerary from Tokyo to Kyoto to Osaka and back? We will be arriving on Sunday April 15, 2018 at 0620 a.m. Do you anticipate it will be very busy at the JR ticket office at that time? We will be getting private transport from the airport and need to tell the company what time to pick us up.
