I'm being told that I can now purchase the 21 day pass in Japan.
I have a US Passport and I am a temporary visitor. I am in Kyoto
and I am wondering where the closest place to purchase it would
be?

Yes, as part of the pilot program you can now buy the Japan Rail Pass at Kyoto station for a slightly higher fee.
