Hello Dan,

To start with the JR Pass. You can get the best value out of the pass by using it for intercity travel. Think of going to Osaka, Hiroshima Kyoto and so on. With that in mind, I think a 14 day JR Pass would best match your itinerary from the 23rd to the 5th. This is the period that you travel the most and the JR Pass would help you make the best savings.

Travel within Tokyo does not cost a lot and you would be fine there buying normal tickets. I must say that you spend a lot of time in Tokyo, it can be nice to look at some day trips too. Think of Kamakura, Nikko, Mt. Takao and Yokohama.

Once you are in Kyoto, I recommend a visit to the closeby Yoshino, one of the most beautiful spots for cherry blossom viewing.

Hope this helps,
Daniel
