Voucher Exchange at Narita

Hi
Our flight JQ11 arrives at Narita T3 at 18.35 on May 23. Will the Narita JR ticket office be open for voucher exchange until 21.45. Can we exchange and also, at the same time, reserve seats to travel to Shinjuku on NEX?
Thank you for your advice.
