I m planning to stay in each city for 3 days (Tokyo, Nagoya , tokyo) from 22-12-17 to 31-12-17.
IS it wise to buy 7days or 14days pass?
Can we use JR pass travelling within city, like metro or normal train or buses?
Any restriction during festive period?

There are no restriction on the JR Pass during any kind of period.
I do think that for now the best option is to buy normal tickets. A one way Tokyo - Nagoya is just above 10,000yen and you would be below the cost of a 7 day JR Pass, even with a return. This could change if you added a bit more travel say to Kyoto or Osaka.
The JR Pass is valid on local JR lines in Nagoya but not other transport like the metro to Meitetsu.
