Hi Susan,
Local travel around Tokyo does not cost and usually a JRPass is best used for longer stretches. Think of travel to Kyoto and Shibu-Onsen. With the information I have, I think it would make sense to look at using a 14 day JR Pass to cover travel to Kyoto, back to Tokyo and the return Tokyo - Shibu-Onsen (via Nagano). Perhaps look at making a day trip or two as well to get the best value out of the JR Pass. To name some examples, visit Nikko from Tokyo or perhaps Himeji from Kyoto.
Hope this helps,
Daniel
