My family and I will be in Japan during Golden Week, and will be taking a few side trips out of Tokyo (to Kyoto and Nikko). Given how busy travel will be that week, I'd prefer to have seat reservations for the days we wish to use our rail passes (we have four children and want to sit close together). However, it is unclear whether I can make reservations PRIOR to arriving in Japan and exchanging our vouchers. Or, is the only way to make seat reservations upon arrival at Narita and going to the JR office to exchange our vouchers? I'm afraid of not being able to get seats if we have to wait until the week of our travel.
Thanks in advance for any clarification.

Hi there,
For these routes, it will not be possible to make seat reservations before activating te JR Pass in Japan.
Even though it is busy during golden week, you won't have problems getting seats if you reserve your seating together 2-3 days ahead of travel.
Kind regards,
Daniel
