I am traveling with family in December/Jan and would like to know if I buy a JR Rail pass form an agency can I make pre-bookings before physically activating the pass on arrival?

Hi there,
This is not yet possible. Seat reservations can be made once you arrive in Japan and have activated the JR Pass.
