I used to be student in Japan in 2010-2011 and were given Japan Visa for 15 months.
I plan to go to Japan this year (2018) for 20 days as a tourist. I will be traveling with the same passport as in 2010, it has an used Japan Visa (student) on it, as well as Landing Permit and Work Permit.
I am from Europe country. Does my previous Visa from 2010-2011 has any effect on my eligibility for JR Pass?

No, old visa's don't have any effect on the validity for the JR Pass. All that matters is on what Visa you entered Japan. As long as this is a temporary visitor visa, you can use the JR Pass.
