Hi there,
All seats in Green Class are reserved, this is to make sure that everyone has a Green Ticket is secure of seating and the travel experience is comfortable. This means that you'll have to make a seat reservation ahead of time using the Japan Rail Pass. These are always free and can be made at any JR ticket window nationwide.
There is one exception to this, which are the commuter trains in greater Tokyo, where you get on the train and show your pass to the train attended in Green Class.
If for some reason do you find yourself short on time, then you can still hop on the train anytime and take a non-reserved ordinary seat.
