Arrival at Haneda Airport at 530am, Jr office open at 730am

Hello JR Rail,

I land at Haneda Airport at 530am tomorrow. The Jr office doesn't open until 730am. I need to get to Yoshino, there is a 647am train there. What do I do? Can I pay for a ticket and then get a refund later at the Jr office in Kyoto?

The only option would be to buy a normal ticket. Unfortunately this will not be refunded.
