Hi there,

I was considering both options, a 21 day JR Pass or 14 day JR Pass + Other tickets. Both options would work. The difference is cost quite small. The cost difference between a 21 and 14 day JR Pass is just 12,960. A Tokyo Wide Pass is 10,000yen and normal tickets may not even cost that much if you use local trains.

That said, I think using a private tour for shibazakura festival may be a good idea, as it will likely be busy and transport crowded. If you do that, than a 14 day JR Pass will likely be the better options.

The rest of your itinerary looks busy but quite fun! I don't see any problems.

Let me know if you have any questions.
Daniel
