Hi there,
You can buy an ICOCA card at any JR West station. Tokyo is within the JR East area and there you can buy Suica or Pasmo. It is basically the same :)

Can I still buy Icoca card in Tokyo as I don't want to buy more than 1 card while traveling across cities as I will arrive in Narita airport first and then Kansai airport, Thank you so much for your help.
