Hi there,
You can travel to either Higasi-Fussa on the Hachiko line or Fussa station on the Ome line. Both are within walk-able distance from the airbase.
You can use the JR Chuo/Ome Line Rapid Service for OME directly from Tokyo station to Fussa.
That just leave getting from Narita to Tokyo station, for this I recommend using the Narita Express directly.
