The 1,500yen Narita Express ticket is only purchasable at Narita Airport. The ticket office is open until 21:45 which should give you enough time to buy one.

I am not sure what post you where reading but the Narita Express is 100% up and running!

There are also ticket machines available and you can also buy tickets there. Note that the last Narita Express with also depart at 21:44, so you would have to use local trains or a bus instead to travel to Tokyo, after this hour.

My advice would be to make a sprint after landing and be the first at the immigration queue, this can save you 20min!
