My itinerary for 2 weeks is as the following:
24/3 Tokyo - Hakone
25/3 Hakone - Matsumoto
26/3 Matsumoto - Takayama
28/3 Takayama - Kanazawa
29/3 Kanazawa - Kyoto
2/4 Kyoto - Hiroshima
4/4 Hiroshima - Osaka
5/4 Osaka - Tokyo.
Also: day trip to Miajima , Shirakawo-go, Niko, Hakone pass.
Is it better to buy 2 weeks jr pass or regional and local passes?

I recommend a 14-day JR Pass for your trip. Based on your itinerary, it seems like you will be doing a significant amount of long-distance travel within a two-week period, and the 14-day pass is a great option for such trips.
