Hi, I'm dual citizen Brazil and Japan but reside in the U.S. through work visa H1B but also permanent resident of Brazil. Am I eligible? I'm entering with Japanese passport but I have all sort of paperwork to prove my residency outside of Japan.

Yes, provided you give the written proof required showing that you are not living in Japan.

The best would be government issued documents showing that you have permission to love long term outside of Japan. You will need your passport of course but better to bring both that you have along with copies of anything you can think of that would show you are not living in Japan.
