Can I use JR Pass to take Nishinihon JR Bus from Osaka to Arima Onsen?

I looked into this for you but unfortunately this bus is not covered by the JR Pass.

I think your best way of going to Arima Onsen is still taking the bus from Osaka for about 1,400 yen as it is direct and convenient. You can also use your JR Pass to travel to Sannomiya (near Kobe) and take the bus from there 680 yen.

There are a lot of other ways to reach Arima too, for more option see this access page. The Ropeway is a probably the best, if you don't mind spending the money.
