We intend to purchase the Hokuriku Arch Pass, and want the first day to be from our Nagano base. However, Nagano is not an exchange station for the Arch pass. Can we use The Narita Terminal station or the Ueno station for the exchange process several days before we wish to begin using the Arch Pass?

Hi there,
I'm not sure what you've read, but there shouldn't be a reason why you can't exchange the Arch Pass at Nagano station. It can be purchased and/or exchanged at any major train station (Nagano included) operated by JR-East or JR-West in the Arch Pass.
However, you can always nominate a later activation date, so if for any reason you still don't want to exchange it at Nagano you can always set a specific date for its activation when exchanging it at a JR Travel Center.
