Office hour in Osaka

Dear Sir,

My friend found a problem that her flight from Bangkok to Osaka will be delayed about 2.5 hours. Thus, she will be in Osaka about 21.00. As scheduled, she will pick up JR Pass at Osaka office at 18.30, but now she will be there around 21.00 She would like to know whether the office is still open or not. If not, how should she do ?SheI has to take a train to Kyoto after getting the JR Pass.
