Are we able to book reservations prior to arrival in Japan and activating our Japan rail pass?
Also can we use our Japan rail pass to ride the subway from Narita airport to Tokoyo station?

Hi There,
You can start making reservation after you have activated your Rail Pass. So you have to be in Japan.
The Rail Pass is not valid for the Tokyo Subway but you can use your Rail Pass on the Narita Express and ride to Tokyo in Style.
