Is there a regional pass that includes Tokyo, Kyoto, Osaka, and areas between or is the National Pass the best option?

Hi there,
The national JR Pass is by far the best option here, as there is no regional JR Pass that covers the Tokaido Shinkansen from Tokyo to Kyoto and Osaka.
