Hello,
1) Can I use the Hokuriku arch pass to travel from Haneda airport to Kyoto via Shingawa station?
2) If Yes, can this pass be used on Nozomi as well as Hikari Shinkasen?

Hi there,
1 & 2.) With this pass, you'd have to travel over the Hokuriku Arch route (via Nagano and Kanazawa). You can use to pass between the airport and Tokyo, even visit Shinagawa but not take the Tokaido line (Nozomi/Hikari) to Kyoto.
