Kansai-Hiroshima Area Pass during Obon

Hello. I purchased the Kansai-Hiroshima Area Pass and I got an E-Ticket. Before buying it, I understood that I would be able to take the NOZOMI and MIZUHO trains with this pass. Recently I read that during peak season (from the 8th to the 17th August) all trains will be reserved-seats.

My first question is: would I be able to do a seat reservation with this pass as I am traveling during this peak season?

My second question is: can I reserve my seats when I arrive to Tokyo, before I exchange my ticket in Kyoto, so I can save some days before everything is booked?
