I am a Canadian and my brother who is a Filipino citizen is sailing with me on a cruise, on our pre/post cruise I need to buy the JRPass for our sightseeings travel ahead of time. Does my brother need the visa now? Please advise

Hi there,
You will need a visa when you exchange the JR Pass in Japan. Not when you buy one now :)
