Our mother and baby sister are in shirakawa shi. Is the shinkansen service up already from Shin-shirakara to Tokyo or Ueno?

We have a report (just now) that JR-East will be providing shinkansen services during the afternoon of the 15th up to Nasushiobara in Tohoku. Please see this map) for reference.
Nasushiobara is 1 stop before Shin-Shirakawa and is a good way to get to the general area.
