Hi Bao ngoc,
You can use the Shinkansen directly from Tokyo to Fukushima station. Fukushima city is not very interesting, I found it even a little depressing to visit. However Sendai is pretty close with makes for a good visit, you can also visit Matsushima from there, which is also a very nice visit.
