Can I exchange the Japan west all area pass in Tokyo or do I need to be inside the jr west area?
I want to exchange on December 30 to activate on January 2. Travel from Tokyo to Onomichi on a single one way ticket.
First trip using the jr west pass will be from Onomichi to Hiroshima. Then multiple trips over 7 days in The JR west all area zone.
