Which pass is best?

To keep your travel costs low I think the best way to travel to Nikko would be if you use the All Nikko Pass that is available for 4,400 Yen and covers the return to Nikko.

You can than use a 7-Day JRPass for your journey to Kyoto and back to Haneda Airport.
