Basically yes, you are able to start making reservations the moment that you are in Japan and have exchanged your JR Pass.

Also, can I purchase a separate ticket at the same time for my daughter who lives in Japan?

Yes you can make the reservations right away at Narita Airport and also purchase tickets for traveling company as well. I've done so multiple times when traveling with Japanese friends (who can't use the JRPass).
