I interested to visit Kanazawa and Shirakawago during my coming trip to Tokyo in Feb. If I purchase a One day JR pass locally, can I use for it on Hokuriku Shinkansen?

Yes, I purchased One day pass in JTB office in Malaysia for to exchange for 1 Day ticket two years ago while I was visiting Kyoto and Osaka. I not sure this is available in Kanto area?

Not really, though there are various day trips for local travel within Tokyo.
