We are completing a cruise at the Kobe Cruise Terminal.
What would be the best, and most economical, way to get to Tokyo (with 2 children and luggage).

Hi there,
Best and Economical don't always go together. I would buy tickets on the Shinkansen from Kobe to Tokyo in case you travel one way. Look at using a 7 day JR Pass in case you plan some other travel as well.
