Delivery to hotel

Hello,
I am about to order 7 days rail pass today July 11 Tuesday for delivery in Turkey.
But I am afraid there's not enough time to receive voucher in Turkey as we are flying on July 14th.

Here are my questions/options;
1- How many days does it take to deliver the voucher to an address in Istanbul, Turkey? Can I pay extra delivery fees to expedite?
2- I can purchase JR pass in Japan, but it will be 20% more expensive, is that still correct?
3- I can purchase JR pass now and ask the voucher to be delivered to our hotel in Tokyo. I'm also buying an insurance for cancellation and modification - but if the voucher gets lost in hotel and never physically reaches to me - will this insurance allow me to be refunded?
