Hi there,
I assume you are asking how to upgrade a JR Pass Shinkansen reservation from a regular service to a Nozomi service. This can be done when you make said reservation- the option will be present on a JR Ticket Machine, but you are also able to ask a JR staff member to upgrade you if you are making reservations at a ticket desk.
