Hi there,
Shinsaibashi is located in Osaka. You will want to travel first to Osaka (Umeda) station and from there use the Osaka subway to Shinsaibashi.
To get to Osaka from Narita Airport - Take the Narita Express to Tokyo station. There transfer to the Tokaido Shinkansen and take a Hikari Service to Shin-Osaka. From Shin-Osaka, local trains run into the city and to Osaka station.
