We will be arriving from Los Angeles to Haneda Airport at 5AM May 7th. How does one get to Shinagawa station to activate our JR Railpasses? At what time does rush hour start in the morning? We are on our way to Niigata.

Hi,
Yes, at the JR East Travel Service Center (Tokyo Monorail 2F Ticket Gate/Arrival lobby). But the office opens at 7:45 AM. It's your choice if you want to stick around there or go to Shinagawa office (which opens at 9 AM).

Hello Dianne,
I see your question was already answered for the better part :)
Rush our starts around 7 am in the morning and trains will become busy until around 10. This mostly applies to local trains. Shinkansen are generally not used for commuting and tend to be more busy in the weekend and on holidays.
PS any reason why you plan on going to Shinagawa station first? Shinkansen depart directly from Tokyo and Ueno stations to Niigata. You could go straight to one of those stations and activate the JR Pass there.
