Is it possible to combine Tokyo-Kyoto and Hakuba within 9 days and if the 7 day JP rail way pass is a good option.

Hi there,
Yes, that would certainly be possible and give you enough time to travel around each city and enjoy the snow in Hakuba.
The 7-day JR Pass would help you well when used to travel to Kyoto, Hakuba and be back in Tokyo before it expires. Within Tokyo you could buy local tickets for the remaining 2 days.
