I am travelllng to Japan with my family in early July and am doing Tokyo, Kyoto, Osaka and Hiroshima - my total time in Japan is 19 days but we will spend 6 days in Tokyo - Is the 14 day Japan Rail pass the best option ?

It will depend on a few things, like the timing of your travel and trains taken. Within Tokyo, travel does not cost as much, so you're best off looking at a 7-day or 14-day Japan Rail Pass here.
