Is it best to buy a train ticket in states?
Can I use the ticket any time?
Or do I have to buy it for the date and time?

Hi there!
You can purchase and or reserve train tickets once you are in Japan. Either for a specific date or use a non-reserved seat and travel when you want.
The JR Pass however has to be purchased outside of Japan and can be bought up to 90 days before you start traveling in Japan. You can purchase a JR Pass Online here if you wish.
