Hi,
We will be arriving in Narita 8:00PM and I understand that we need to exchange our JR Pass Voucher in the JR Office exchange counter. If flight arrives on time can we still catch the next train to Shinagawa or if flight is delayed is there any train or limousine bus availablle going to Shinagawa Station.

Hi there,
The exchange office at Narita Airport is open until 21:15 which should give you enough time to activate your JR Pass.
The Last Narita Express stopping at Shinagawa leaves at 21:44, after that you can still take a local train leaving Narita Airport at 22:16.
Also the Keisei Bus almost departs all night, so you can always travel to Tokyo without having to pay for a very expansive taxi.
