Airport to Tokyo

If you reach Narita at 4pm, I think you can expect to clear customs and JR Pass activation by 6:30pm. From Narita to Shibapark Hotel you should aim for JR Hamamatsucho station. Here's a sample itinerary. From Hamamatsucho you should follow the official Shibapark instructions here.

The Narita Express will have ample room for luggage, however from Tokyo station you will need to take care of your baggage as there is a short hop to Hamamatsucho during the busy period of 6-7pm.

I have assumed 2.5hrs as the most conservative approach - you could well be through customs and jr pass activation sooner, but if you are planning a schedule it's probably best to aim for this scenario.
