I will be arriving Japan by December 19, and wished to activate the 7-day pass on Dec 28.
Can I exchange my pass on Dec 19 and reserve the seats in advance through out those 7 days, even I wish to activate the pass on Dec 28?
As i'm concerning I will be in peak season, and that will be a big problem for me if i cannot get on the Bullet train
please advise, thank you

Yes you can activate your JR Pass the moment that you are in Japan. You may also select a date of 1st use and reserve all the tickets you want at the same time. This is a great way to secure seating, as travel around New Year is busy.
