There will be a charter bus from JR Kanto leaving from Tokyo Station to Ibaraki for the fireworks festival on September 14th. Is it possible to use the JR pass? Or any discount? Thanks.

Hi there,
Unfortunately the highway bus network is not included in the JR Pass, and you’ll have to purchase the tickets yourself. My recommendation would be to get to JR Koga Station using the JR Pass, where there’ll only be a short and cheap bus ride from there (about $2 each way).
