Availability if the bullet train tic during peak season

In a practical sense no. Bullet trains rarely sell out and even then you can queue up for a non-reserved seat. This period is maybe a bit more busy because of potential Sakura viewers but I don't see any problems getting tickets.

You can always reserve them the moment that you land in Japan, just in case you wish to make sure.
