Yes, a 7 day JR Pass would be a great option for your travel plan.

The pass itself is about the same price as a normal return Tokyo - Kyoto using the Shinkansen. Now you get 7 days of unlimited travel for the same price. Now you get 7 days of unlimited travel for the same price. Do keep in mind that the pass is best used for longer distances and travel within Tokyo does not cost that much. For local travel in Tokyo it is better to look at day passes for the Tokyo Metro.
